In January,the Indonesian government raised rates on telephone utilities and in response a technology activist Dr. Onno Purbo launched VoIP Merdeka (”Liberated VoIP”). Dr. Purbo is also exploring the use of public Wi-Fi networks to further bridge the country’s digital divide.

Why not use SIP instead of H.323? It’s much more open-ended:
It can use just about any (IANA-registered) codec.
It supports UTF-8 encoded unicode, so it is suitable for almost any human language.
It supports digest authentication and all kinds of encryption options.

Not a problem. You and your book seem to see the general overall trends of tech without getting mired in the bits and standards. From down in the techno-trenches, it’s nice to have a view from above. Although I still have about 50 pages left, thanks for a great book!
