The Council of Europe Committee of Ministers has just adopted a Declaration on freedom of communication on the Internet. The Committee of Ministers is the Council of Europe’s decision-making body. It comprises the Foreign Affairs Ministers of all the member states, or their permanent diplomatic representatives in Strasbourg.

“The text underlines the principle of freedom of expression and condemns practices aimed at restricting or controlling Internet access, especially for political reasons. It also deals with the freedom to provide services via the Internet, the responsibility of intermediaries and the anonymity of Internet communications”
