they are claiming $10 million to create the network and only $1.5 million/year to maintain. this seems ridiculously low to me. perhaps they need a more realistic assessment.

There are systems as Wireless IP Local Loop WipLL which are even more cheaper and much faster to set up, at much much less than 1 Million $ initial cost. And you can offer 2MB connection speed in both direction - up & down with New Wimax technology included, 2,4 GHz unlicenced frequency.
You should recommend John Street, the Mayor of Philadelphia, to install such a WIRELESS BROADBAND METROPOLITAN IP SYSTEM NETWORK logically with VoIP integration and a large etc. That’s what we are at the point to install in Barcelona Catalonia.
The actual Hotspot system is not future proof as far as wireless technology is concerned.
