FCC ruling for software radio

The United States Federal Communication Commission (FCC) issued a ruling this week which represents a key step forward for software-defined radio. The FCC found that the Vanu Software Radio GSM Base Station “wouldn’t cause interference and couldn’t be modified to operate outside its specified parameters”.

“couldn’t be modified to operate outside its specified parameters” — isn’t this what people said about DVD encryption and just about any product that have some sort of anti-hacking device?
