Short Message Service and democratic efficiency

India, where until recently it took years to get a phone line is cashing in on the mobile phone boom to boost democratic efficiency.

Parliamentary Affairs Minister Ghulam Nabi Azad uses Short Message Service (SMS) to summon lawmakers for crucial votes. India’s lower house does not have an inbuilt alarm system to summon the 545 legislators to the chamber for a vote or to make up the numbers.
