The CIA Factbook estimates Afghan literacy above the age of 15 at 28.1% (43.1% of males, 12.6% of females) — so it’s worth noting that the Taliban (Mullah Omar’s outfit, aka the Islamic Emirate of Afghanistan) is now using social bookmarking on its website:

No one has bookmarked anything from this URL on Delicious as far as I can see.
Oddly, when I tried bookmarking the lead story - about a NATo bombardment killing 37 people - the suggested tags from Delicious were: blog, design, art, music, career, android, comedy, beach, charts, clubs.
